President Xi Jinping sent congratulatory message to General Assembly

Over 1,000 delegates from 137 nations and regions, and 41 international organizations gathered in Chengdu

September 11-16, 2017, the 22nd General Assembly of the World Tourism Organization (UNWTO), the highest-level meeting of international tourism industry that gathers high-level tourism officials and delegates, was held in Chengdu, Sichuan, hosted in China for the second time since 2003 in Beijing. The General Assembly was hosted by China National Tourism Administration, and organized by Sichuan Tourism Development Committee and Chengdu Municipal People’s Government. Over 1,000 delegates from over 137 countries and regions, and 41 international organizations gathered in Chengdu to discuss on the status quo and prospect of sustainable tourism development, and jointly make plans and designs of the sustainable development program of tourism. A total of 6 plenary meetings, over 30 thematic and regional conferences were held followed with technical visits, special events of tourism internet and international smart tourism forum etc. The General Assembly also successfully held the "Belt and Road" Tourism Ministers Conference and the foundation ceremony of "World Tourism Association"; issued Chengdu Initiatives on Tourism Cooperation among Countries Along the "Belt and Road" , approved the UNWTO Code of Ethics for Tourism (draft); elected Mr. Zurab Pololikashvili as the new Secretary-General of UNWTO.

China's President Xi Jinping and United Nations Secretary-General António Guterres sent their congratulatory messages respectively to the opening ceremony. President Xi indicated that "tourism is an important channel for cultural exchange and mutual study among different countries, an effective method for economic development and employment increase, and an important industry for people's livelihood improvement", and expressed his hope that "all the countries could take the General Assembly as an opportunity to co-promote the advance of global tourism". Secretary-General Guterres said, "The tourism industry is one of the most influential comprehensive industries and bears great significance for the UN’s 2030 Agenda for Sustainable Development. I hope that through concerted efforts of tourism professionals, the tourism industry will grow into a global economic and social transforming force, and a core force driving global sustainable, inclusive and fair development." Wang Yang, Vice-Premier of the State Council attended the opening ceremony and gave a speech. He stressed that China would like to take this opportunity, together with international society, to increase the opening of reciprocal markets, promote interconnection, strengthen cooperation on capacity building, improve safety & security, deepen cultural and educational exchange, and drive sustainable development of global tourism, so to contribute to world peace and joint development.

Mr. Li Jinzao, Director of China National Tourism Administration attended the closing ceremony and delivered concluding remarks. He expressed that the General Assembly is a grand international gathering of tourism held under the background of rapid development of global tourism, fast increase of tourism size, and significant advance of tourism position. It is a meeting of tremendous attention, fruitful results, democracy and unity, and of special historical significance to the development and progress of global tourism. Mr. Taleb Rifai, then UNWTO Secretary-General expressed in his speech during the closing ceremony that this General Assembly is a historical and successful meeting, which, through joint efforts of representatives present at the meeting, achieved plentiful accomplishments, abundant consensuses, and closer cooperative mechanisms. UNWTO will further promote wider international tourism cooperation in the future. Mr. Guterres, the new UNWTO Secretary-General expressed after being elected, that he will lead the UNWTO to conduct sincere cooperation with Chinese government, so as to create a better world and increase mutual understanding through tourism development.

Wang Ping, Director of China Chamber of Tourism (CCT), Wang Mingang, Executive Director of CCT, He Chaoqiong, Vice Director of CCT, Wu Yongjian, Vice Director of CCT, Chen Jianguo, Vice Director of CCT, Wu Guoliang, Secretary-General of CCT, Liu Xiaohong, Standing Director of CCT, etc. attended this General Assembly. As the cooperative partner of UNWTO, CCT specially held a luncheon party for UNWTO affiliate members to promote and recommend CCT to the world. Director Wang Ping expressed in her speech that CCT has been conducting close cooperation with UNWTO for over 10 years to co-fulfill tourism's responsibilities to the world and make positive contributions. She hopes that all the tourism professionals from the world will join hands to promote world peace through tourism. During the General Assembly, UNWTO awarded the "Outstanding Contribution for Social Responsibility Promotion of World Tourism Development" to CCT, as well as Ms. Wang Ping, Director of CCT, and Mr. Wang Mingang, Executive Director of CCT, for their contributions to poverty alleviation, culture protection, social responsibility undertaking, as well as leading Chinese private enterprises to promote the world cultural exchanges and peace progress.

The "Belt and Road" Tourism Ministers Conference was also held during the General Assembly. Tourism ministers from countries along the “Belt and Road”, such as China, Russia, Kazakhstan, Bulgaria, and Cambodia, conducted deep discussions on deepening cooperation and other issues. All of them expressed their confidences on the brilliant future of tourism under the "Belt and Road" initiative. The meeting issued Chengdu Initiatives on Tourism Cooperation among Countries Along the "Belt and Road", which proposes to enhance cooperation on tourism among countries along the "Belt and Road", strengthening policy communication, establishing tourism cooperative mechanism, conducting joint promotion, etc., so to further deepen international tourism exchange.

On September 12, the foundation ceremony of World Tourism Association (WTA), the first global, comprehensive, non-government, and non-profit international tourism organization initiated by China, was grandly held under the witness of all the participating delegates. Duan Qiang was elected as the president. Roger Dow, President of U.S. Travel Association; Henri Giscard d’Estaing, President of French Med Club; and Jason Westbury, President of Australian Travelers Alliance were elected as vice presidents. Liu Shijun, Director of CNTA Tourism Promotion and International Cooperation Division, was elected as the secretary-general of WTA.

China's Premier Le Keqiang sent congratulatory messages for the foundation of WTA. He indicated that balanced and inclusive development of tourism requires joint efforts from all the parties through wide communication and deepening cooperation. Both governments and folk forces should be used to promote cooperation and take advantage of the wisdom and resources of global tourism industry. Director Li Jinzao indicated in his speech that the WTA will adhere to the mission of "Tourism Makes a Better World", coordinate  with UNWTO and develop by dual-wheel driving forces to promote communication and cooperation among global tourism industry from both non-governmental and governmental levels. Secretary-General Rifai indicated in his speech that China initiated and established the WTA, which again demonstrated China's leadership, decisiveness and forethought.

During the meeting on September 15, CCT and UNWTO jointly issued the report named Research on Contribution of Islamic Culture and its Impact on the Asian Tourism Market. This report reveals the rich historical and cultural heritages brought to Asia by Islam, and the contributions of Islamic cultures to Asian tourism, which is of significance for protecting the religion tourism resources throughout Asia, and promoting the sustainable development of religion and tourism. This report aims to explore and develop tourist attractions of Islamic culture in Asia, give policy suggestions on infrastructure construction of those places and tourism service marks, and provide guidance on tourism development and plan for Islamic countries, so as to help create Islamic countries into emerging tourism destinations with characteristics of Islamic culture. Published on January 2017, this report raised a global craze on the research of Islamic culture and received positive responses. To deepen cooperation between these two organizations, and contribute to the Year of International Sustainable Tourism Development 2017, both parties signed the subject research program of Sustainable Development of Buddhism Tourism in Asia-Pacific Regions. Director Matthew Farrah, on behalf UNWTO, and Vice President Wu Yongjian, on behalf of CCT signed this agreement. This report is expected to be published in 2019.

This General Assembly attracted high attention from global media, and over 130 media such as CNN, Euronews, Radio France Internationale, La Agencia EFE,S.A., Phoenix Satellite Television, CCTV, and Xinhua News Agency reported this event. It is widely believed by the public that this General Assembly which focused on global sustainable development, tourism cooperation and communication among countries along the "Belt and Road", as well as the foundation of WTA, is a great platform for exchanging the development experience, addressing the common challenges and sharing the development opportunities of the world tourism industry, and has made a development plan for the bright prospect of global tourism.
