The Third Forum of the Eastern Economic Forum which was launched and approved by President of the Russian Federation Vladimir Putin and established in 2015, opened in Russian Campus of Far Eastern Federal University, Vladivostok (Haishenwai), Russia during September 6-7, 2017. This forum was aimed to strengthen the business connections in Asia-Pacific region, provide a platform for the cooperation and development for Asia-Pacific region, comprehensively evaluate the economic prospect of Russian Far East, improve the competitiveness and attraction of Far East and show the new favorable conditions to attract investments. So far it has become the important platform of promoting the economic and social development of Far East in Russia and strengthening the cooperation between this area and Asia-Pacific countries.

The main topics of this forum was: discussing preliminary result and prospect of the new system of attracting investment in Far East, discussing how to further promote Russian economy to integrate into Asia-Pacific region to achieve win-win cooperation, and discussing the population policy, system development of regions and cities and how to create new jobs in Far East. This forum specially set up Russia-China Forum, which involved in many sub-forums related with a wide range of industries like energy, tourism, forestry, aerospace, logisitics, education and environmental protection, to provide a platform for continued cooperation and extension between China and Russia.

President of Russian Federation Vladimir Putin, Chinese vice Premier Wang Yang, South Korean President Moon Jae-in, Mongolian President Khaltmaa Battulga and Japanese Prime Minister Shinzo Abe have attended this forum and made speeches. More than 4000 representatives from over 50 countries and regions like China, Japan, Australia, United States, United Kingdom, and Germany have attended this forum. Being invited by the Far East Investment and Trade Development Bureau of the Ministry of Far East Development of Russian Federation, President Wang Ping and Executive Secretary-General Wu Guoliang of China Chamber of Tourism and Deputy Director and Secretary-General of China-Russia Investment Special Committee Wang Jun attended the forum and made speeches, which has attached great importance to Russia.

President Putin said in his speech that Russia intends to deepen its investment, trade and financial relations with the countries at the east and west coast of Pacific and the investment space in Russia Far East is almost infinite. When he met with vice Premier Wang Yang, he said, “There will be more contracts signed between China and Russia than last year during this forum. China has invested more than 3 billion US dollars in the last two years, which is the work outcome of us actively fulfilling the agreement with Chinese President. We believe we will accomplish a great deal of work in this platform.” Vice Premier Wang Yang said in his speech that the Russian Far East exploitation and the revitalization of Northeast China happen to hold the same view; the Belt and Road construction has successfully integrated with the Eurasian Economic Union, which will add more powerful and lasting momentum for economic and trade cooperation. The steady progress of the cooperation in various industries has help the enterprises and people of the two companies taste blood and get benefit and confirm the confidence in friendly communications and common development. Vice Premier Wang Yang expressed that China intends to scale up China-Russia investment fund and promote financing which relies on the joint projects of Silk Road Fund.

President Wang Ping was invited to attend the economic team seminar “Tourism-based on unique experience” and made a speech. She also attended the “Specially Protected Natural Areas-Opportunities for Government and Enterprises Forum” and answered the host’s questions. Wang Ping said that there was great potential of tourism cooperation in China and Russian Far East; China was the largest outbound tourist resource country and tourism consumer in the world; in the meantime, Russia, especially Lake Baikal and Vladivostok in Far East, were the tourist destinations which are well-known for Chinese people based on the convenience of the traffic and friendship between China and Russia. The number of Chinese tourists visiting Russia had increased tenfold during the National Day holidays, which was an important signal. China-Russia tourism will soon become a hot spot for Chinese tourists traveling abroad. She introduced the main performance that the chamber has done these years for promoting the tourism cooperation between Heihe City, Heilongjiang Province and Amur Oblast, Russian Far East. In this forum, President Wang Ping put forward important suggestions on Russia side developing and promoting the cooperation. First, she hoped Russia side strengthening creating the healthy and ethical business environment, protecting the safety of investment by overseas entrepreneurs and providing special preferential policies to speed up the projects to strike roots, then blossom and bear fruits. Second, she hoped Russia greatly improving the efficiency of government and providing targeted policy conditions and convenience of visas and customs clearance for Chinese enterprises investing in tourism in Far East. Third, she hoped Russia increasing infrastructure construction, as the increase of Chinese tourists needs the relevant Russian’s reception conditions of tourist infrastructure to be matched with, so that China Chamber of Tourism could organize more travel agencies to do business in Far East. At present, the infrastructure construction and service ability is far from enough. Hope Russian government would pay high attention to these aspects to promote the rapid implementation of cooperation in tourism projects between our two countries.

During the forum, President Wang Ping was interviewed by Russian satellite news agency. She said that Russia had deep cultural and artistic connotation, in the meanwhile the pure ecological environment and unspoiled natural landscape in Far East were very attractive to Chinese tourists, who were not just content with exotic scenery anymore but also go after the deep experience. China currently had about 130 million outbound tourists but only 1.1 million in Russia, so there was great potential in China-Russia tourism cooperation and it would be the new growth points of tourism destinations in the world. The Chamber was also planning to develop the entire Russian tourism market. But Russia side should improve its tourism facilities and fasten the passenger clearance speed for tourists. It would take 3 to 5 minutes for every tourist enters Russia from Hehei and Amur border port. It would be very crowded if the quantity of cross-border tourists is over 500, therefore, she hoped Russia side could achieve that it would only take 30 seconds or less than 1 minute for passenger clearance. She also suggested Russia making an organic combination of green food and tourism industry, and indicated that one of the aims Chinese tourists in Russia was to bring Russia’s excellent healthy products back to China, using Vladivostok seafood and Amur green food which were promoted at present as an example.
