Protecting Integrity of Ecology in a Region Is a Prerequisite for Maintaining Sustainability of Tourism Industry Development

Over the past one hundred years, the world population has been increasing sharply. The natural resources and environment have suffered destructive exploitation. Human cultural conditions, ethnic distribution and inhabitation have been catastrophically damaged.

1.      Importance of Integrity of Ecology in a Region

At present, there are many misconcepts when discussing protection of ecological environment and developing tourism economy. When eco-tourism is discussed, the concept would be that it means primitive forests, grass land and lakes while “human beings” living in the area are totally ignored. Often the result would be that the cultural features of human survival in an integral “ecological area” would be pushed to the brink of extinction. Importance of preserving human original environment and ever-integral ecological environment equals to importance of complete protection of regional ecology and its development as well as protection of survival space for minority human beings.

Environment for human survival has become very harsh with thousands of years of “exploitation”. In order to escape from natural disasters, human beings are forced to leave their homeland. The aftermath is complete distinction of a local culture which is born out of the natural ecology of the locality. The features of such local cultures distinguish from those of local cultures in other areas.

Diversified economy and diversified culture demonstrate diversity and richness of human culture, and they are products of human historical culture as well as heritage of modern humans.

Human beings are part of natural ecology. The life style and resultant cultural behavior in different eco-environment are part of an integral eco-system. Ignorance of human beings would strip an integral regional ecology off its soul, off its main entity. Favour to material and ignorance of men results in awareness of environment protection and taking measures mainly on pure “eco-environment”, and in framing protection measures for human cultural heritage within purely cultural sphere. Human beings” of “ecological area” are framed within community cultural sphere. Such framing unknowingly cuts mutual dependence of “men” and “environment”, delays complete protection of integral ecological areas, and damages the integrity of ecological areas.

2. Preserving cultural characteristics means preserving survival space

It is unpractical, with an excuse of saving their cultural heritage when we are not yet ready to adopt measures to comprehensively protect their eco-environment and cultural heritage, to prevent people from developing or accepting new cultures who are longing for introducing outside economy and culture into their mere survival areas.

The 21st century is an era of competition and innovation. There is no space for survival if there are no unique innovations. The space for unique innovations is the space for unique cultures, whose preservation means survival space out of competition. The Chinese national cultural characteristics of 56 ethnic groups are distinct from other countries. That is the reason why we represent China. In the world, economy and resources are comparable while ethnic cultures are non-comparable. Culture is something independent and unique on its own. Therefore, preservation of unique ethnic culture means preservation of their own space of survival wherein they could develop special feature economy of their own .

3 Awareness of Inhabitants and Stability of Ethnic Groups Are Guarantees for Local Special Feature Economy

In order to protect regional eco-environment and cultures of ethnic minorities from overall changes, ethnic minority groups living in their own areas must be kept from dispersing. Only when the existence of such ethnic groups is stabilized, may their integral cultures as well as their original environment be preserved. As soon as such groups carrying their cultures disappear, their accompanying cultural systems would cease to exist.

We are facing a challenge not only to salvage and protect human survival environment and cultural heritage, but also to salvage and help continued existence” of these ethnic groups even before taking protection measures. This is a serious challenge. Not only we must treasure cultural heritage, but the local government has to perform its duty to assist the ethnic groups to live well”. Only when the local government and inhabitants begin to enjoy benefits of their special feature economy by utilizing their unique cultures, will they be able to raise awareness of protecting their cultures. And only when basic economic conditions for protecting their cultures become ripe, will it be possible to take up the job of effective protection of the integral ecology of the region.

4. Key to Tourism Resources Development Lies in Sustainability of Protection

At present, ecological tourism has become a magic tool for the areas “delayed” in development. It is taken for granted that “ecological tourism” promises economic benefit and future development. Certainly, the ethnic minorities in China living in far-fetched areas with difficult communication have their own complete original and well-kept environment and unique natural resources and human cultures thanks to the harsh natural conditions of their residence. According to experiences and also “lessons” gained from developed areas, developing eco-tourism as purely economic source alone wastes much of natural resources, destroys to a large extent the natural eco-environment, and hinders long-term eco-tourism development.

The “awareness” of inhabitants residing in such environment is an essential element to be taken into account when eco-environment protection measures are proposed. Only when the inhabitants become sharply aware that protecting eco-environment means protecting their homeland, their culture, ensuring their employment conditions and income, will it be possible that eco-environment protection may be fully enforced.

Developing special feature economy needs eco-environment development. It is not realistic that the responsibility of developing such economy and taking care of complete eco-environment protection rests only with the local inhabitants with awareness. Only when the local government becomes from a strategic perspective aware of the importance and seriousness of parallel economic development and cultural protection, will it be possible that developing regions take onto a road for ethnic inhabitants’ survival with their competitive conditions well kept.
