Steady Progress and Coordinated Development

The Chamber of Tourism set its train of thought for 2006

On Feb. 28th, 2006, the Chairperson Staff Meeting of the Chamber of Tourism was held at Beijing Lvsongyuan Hotel. Vice director of All-China Federation Industry and Commerce Zhang Longzhi participated the gathering at the previous night at Baimaqumi Tibetan Health Centre. President of WTTC Mr Jean-Claude Baumgarten also attended the gathering.

This is the first staff meeting held after the four vice directors of the Chamber were added. Presented at the meeting were All-China Federation Members Department director Liu Honglu, vice director Zhao Yuelun and Tao Shilong from the fifth bureau of the United Front Work Department of CPC Central Committee. Wang Ping, Wang Mingang, He Chaoqiong, Hao Xukuan, Wu Yongjian, Mu Min, Qi Zhala, Lan Shili, Ji Xiaodong also attended the meeting.

Chairperson Wang Ping reported to the meeting the guiding principle of this year’s work: help people with their difficulties, promote the development of the enterprises and work as a good assistant for the government. The Chamber mapped out plans on how the development of non-business tourist economy could contribute to social harmony, new rural area, employment, poverty alleviation and regional development. The chamber will mobilize the private sector home and abroad to carry out the plans in an innovative and pragmatic way. Wang Ping also pointed that the Forum on red tourism investment will help us come up new ideas to achieve sustainable economic development in poor areas; cooperation with international organizations will enhance our insight of tourism economy; group members of the Chamber will promote cooperation at local levels and professional committees of the Chamber will accelerate the development of the companies.

Wang Ping stressed at the meeting that 2006 is the second year after the State Council issued Guidelines for Encouraging, Supporting and Guiding the Development of the Non-Public Sector of the Economy, the most important document on non-public economy which allows non-public economy to enter into such sectors as railway, petroleum, aviation, military industry, etc. The document provided unprecedented favorable conditions for the non-public sectors. The National Development and Reform Commission and ministries under the State Council are promulgating implementation measures.

The guiding principle is unanimously adopted at the meeting. Working plans for 2006 are as follows:

I.                   Prepare for the Forum on Red Tourism Investment

It will be a Forum of worldwide influence. In Sep. 2003, the Second PECC Forum on Bio-tourism was held at Shangri-La cosponsored by Yunnan government, All-China Federation of Industry and Commerce, the China Society for the Promotion of the Guangcai Program and the National Committee of Asian-Pacific Economic Cooperation with the support of the Chamber and Yunnan Diqng Tibetan government. Delegates from dozens of countries participated the forum. It was for the first time that the Chamber introduced local tourism resources to foreigners of high profile. Thanks to the Chamber’s effort, UN agencies in China set up the Environmental Protection Fund, and Hong Kong and Macao Peihua Fund sent another delegation of businessmen to Shangri-la. With its rising fame and heated investment, the region welcomes more and more tourists every year. To quote the deputy head of Diqing autonomous prefecture: we are still benefiting from that forum.

The Forum on Red Tourism Investment will draw experience from the Shangri-la forum. Under the guidance of the central government, we will tap the ‘red’ resources of the rural areas and their well preserved natural beauty so as to promote local employment, poverty reduction and sustainable development. The Chamber will guide the leading enterprises to make long term investment and carry out our work based on regional characteristics.

The Forum will be held in Sep. 2006 at Dabieshan, Hubei province. The provincial party secretary Yu Zhengsheng expressed his support to Wang Ping as he believes that the forum will promote the region’s development.

II. Strengthen Cooperation with WTTC

It is planned that starting from this year, WTTC will organize world leading tourism companies for a week-long investigation tour in China to tap the tourism market or look for investment partners. Vice director Qi Zhala said: this tour will enhance our prestige and be well received by the local government. He told about the joint-effort of Yunnan, Sichuan and Tibet in Shangri-la. He also suggested that investors should comply with local policies. The investigation tour program will be launched at the second half of the year.

III. Contribute to poverty alleviation in Africa by cooperating with UN agencies in China and the China Society for the Promotion of the Guangcai Program, establish tourism professional committee and sponsor the first “African Day”

The first “African Day” will be held on May 9th, 2006 at China Minorities Park. The Chamber’s professional committee will be entitled to sponsor the event. With “across Africa” as the theme, the sponsoring parties hope it will help Chinese people and enterprises know more and Africa. Activities include opening ceremony, forums, wine party, charity bazaar and sightseeing. Officials from unified front work department, ministries and committees, the United Nations and foreign tourism agencies, African diplomats and Chinese enterprises will take part in the activities. Various exchanges will be carried out and Chinese entrepreneurs will go to Africa for a field visit.

IV. Contribute to Revitalize the Silk Road program with UN agencies and MOFCOM.A series of activities will be held in Sep. 2006 at Xinjiang production and construction Corps. They include: the opening ceremony, the “Silk Road Day”, visits to Xinjiang Corps division three, five and fifteen and “DeDao Cup” Rally Race. The “forum on revitalization of the silk road” will also be set up at the Corps. Starting from Xi’an, the silk road winds across the central Asian to Europe. Since the silk road goes through the western China, by revitalizing the silk road, we can promote the pan-tourism industry of that region and create more jobs for the people. Local private tourism industry will also benefit from this.

V. Cooperation with the State Forestry Bureau and the China Society for the Promotion of the Guangcai Program on Laoning Forest Tourism Expo.

The third Forest Tourism Expo will be held in Anshan, Liaoning province from May to early June. The Chamber will invite businessmen to this expo and the national bio-tourism program will be launched with the aim of afforestation and building the new countryside.

VI. The Chamber will initiate a competition between non-business tourism enterprises and top ten entrepreneurs and famous tourism brand will be elected jointly by the Chamber and the national media. This activity aims at integrating domestic tourism resources, enhancing the Chamber’s prestige, guiding investors, promoting non-business tourism development and advocating self-discipline of the enterprises.

To ensure efficiency and facilitate the national network, the Chamber set up a new telephone line: 95151. It will be getting through by the end of June, 2006.

This line will facilitate direct communications with the Chamber. Please dial 008695951 for oversea calls. Chamber directors in various part of the country can have a telephone meeting with the help of this line. Besides, the future first aid program of the Chamber will also benefit from this line.
